Solving the Lehigh Valley's Housing Problem: What Buyers, Sellers, and Investors Need to Know

The Lehigh Valley is one of the most desirable places to live in Pennsylvania. Our communities offer a quality of life that attracts families, professionals, and retirees from across the state and beyond. But there is a problem that every buyer, seller, investor, and resident is feeling, and it is not going away on its own.

We are in the middle of a housing supply shortage, and it is reshaping how people buy, sell, and invest in real estate across Northampton, Lehigh, and Carbon Counties. As a PA Licensed Associate Broker with more than 36 years in this market and over 2,000 closed transactions, I have watched this challenge grow. I want to share what is really happening, what is driving it, and how a knowledgeable local agent makes the difference for anyone navigating this market.

My goal in this post is to give you the facts about the Lehigh Valley housing situation, straight from the data, so you can make informed decisions whether you are buying, selling, or just trying to understand where things stand.

The Scale of the Shortage

The numbers tell a clear story. According to the Lehigh Valley Planning Commission (LVPC), the region has a deficit of approximately 9,000 housing units, and that number has persisted through years of strong population growth. Nearly a decade of suppressed construction, combined with consistent inbound migration, has left us with a market where demand far outpaces supply.

The LVPC estimates the region needs approximately 51,000 to 54,000 additional housing units by 2050 to accommodate projected growth and restore healthy vacancy levels. That is not a small gap. It will take deliberate planning, zoning changes, and investment across the public and private sectors to close it.

What Is Driving the Housing Challenge

The Lehigh Valley's housing problem is not caused by any single factor. It is the result of several forces converging at once.

Supply Constraints

For nearly a decade, homebuilders in the Lehigh Valley have not built enough new housing to keep pace with population growth. Construction costs, labor shortages, and zoning restrictions have all played a role. The result is an inventory that hovers around one month of supply. In a healthy market, six months of inventory is considered balanced between buyers and sellers. We are at a fraction of that.

Homes in the Lehigh Valley are averaging 19 days on market across the region, with the exact pace varying by community and price range. Many well-priced listings receive multiple offers within the first week. Sellers are receiving an average of over 100% of list price in many communities.

Affordability

The affordability gap is real and it is not just about starter homes. Homes that sold for approximately $300,000 five or six years ago are now selling for $700,000 to $750,000 in many Lehigh Valley communities. According to the LVPC and United Way of the Greater Lehigh Valley, approximately 124,000 households (41%) in the region struggle to afford barebones essentials. Lehigh County's rent burden stands at 50.5%, meaning half of renters spend more than 30% of their income on housing.

A teacher cannot afford a median-priced mortgage in 61 of 62 Lehigh Valley municipalities. A home health aide cannot afford the median rent or mortgage in any community in the region. These are not hypothetical situations. They are the reality for the people who staff our schools, care for our families, and keep our economy running.

Zoning and Land Use

Zoning regulations across Lehigh Valley municipalities vary widely, and in many cases they have not kept pace with the region's changing housing needs. The LVPC has created a Housing Supply and Attainability Strategy complete with a story map and a municipality-level dashboard to help local leaders understand where changes could make the biggest difference. The data shows that many communities lack the zoning flexibility needed to support diverse housing types, including workforce housing, multifamily developments, and mixed-use projects.

Workforce Housing Needs

One of the most pressing dimensions of this challenge is workforce housing. The teachers, nurses, police officers, retail workers, and healthcare aides who make our communities function increasingly cannot afford to live in them. The Greater Lehigh Valley Chamber of Commerce has convened housing summits to address this exact issue. Community Action Lehigh Valley and Habitat for Humanity Lehigh Valley are actively building affordable homes and advocating for policy solutions.

When essential workers cannot afford to live in the communities they serve, it affects everyone. Employers struggle to hire and retain staff. School districts face staffing challenges. And the overall economic resilience of the region is weakened.

What Is Being Done: Solutions Being Discussed

The good news is that the conversation has shifted from whether we have a housing problem to how we solve it. Several initiatives are underway at the regional, county, and state levels.

LVPC Housing Supply and Attainability Strategy

The Lehigh Valley Planning Commission has developed a comprehensive Housing Supply and Attainability Strategy that provides data, tools, and recommendations for every municipality in the region. Their interactive story map and municipality dashboard give local officials and residents the ability to see exactly where their community stands on housing supply, affordability, and demographic trends.

Pennsylvania Housing Action Plan

In February 2026, Governor Shapiro announced a statewide Pennsylvania Housing Action Plan aimed at addressing housing supply and affordability challenges across the commonwealth. The plan includes funding mechanisms, regulatory reforms, and incentives for local governments to update zoning and land use policies. For the Lehigh Valley, this plan opens doors for additional resources and coordination.

Local Housing Summits and Advocacy

The Greater Lehigh Valley Chamber of Commerce has hosted housing summits bringing together developers, municipal leaders, nonprofit housing organizations, and real estate professionals to identify actionable solutions. Community Action Lehigh Valley continues to advocate for housing policies that support low- and moderate-income families. Habitat for Humanity Lehigh Valley is building homes and raising awareness about the need for affordable homeownership opportunities.

The Greater Lehigh Valley REALTORS (GLVR), where I have served as Past President, actively advocates for housing policies that support homeownership, workforce housing, and responsible development. The association's government affairs team regularly testifies at public hearings on issues ranging from property taxes to zoning reform.

Why a Knowledgeable Local Agent Matters Now More Than Ever

In a market this competitive, who you work with matters. The days of casually browsing listings and taking your time to make a decision are behind us, at least for now. Buyers need to be pre-approved, decisive, and working with someone who knows how to structure a competitive offer. Sellers need pricing guidance that reflects real market conditions, not just what the neighbor down the street listed their home for.

Here is what I tell every client I work with.

For buyers: Be prepared to move quickly. Get pre-approved before you start looking. Understand that the home you are competing for may have multiple offers. For sellers: This is a great time to sell, but pricing still matters. Homes that are priced correctly and presented well sell fast and for top dollar. Homes that are overpriced sit, and in a market where every day on the market counts, that can cost you money. I help my seller clients position their homes to attract the best offers in the shortest time.

For investors: The housing shortage creates real opportunities for investors who understand the fundamentals. Multifamily properties, buildable lots, and properties that need renovation can all be strong plays in this environment. But the key is knowing which municipalities are investor-friendly and which properties pencil out at today's interest rates and construction costs.
